J. M. Mullis is an independent and privately owned site selection services company with an international presence and client base. We have completed more than 1,300 projects, many of which had complexity, sensitivity and challenges regarding environmental sustainability.

Established in 1979, we’ve developed an extensive network of contacts, internal knowledge of labor markets and an in-depth understanding of all aspects of operating costs. This unique skillset, coupled with our proven methodology for site selection analysis work, allow our clients to make key decisions on an accelerated basis.

What’s more, we are skilled at negotiating aggressive incentive packages that are fair and equitable to all parties involved. In fact, over the years we have gained the respect and trust – as well as an excellent reputation – for our negotiation efforts. We add additional value by working with all parties to develop a final binding Memorandum of Understanding or similar document.

Our proven methodologies and total dedication to resolving your specific needs produce consistent project results that directly benefit your company’s bottom line. We attribute these results to our ability to integrate people, resolve issues and maximize all opportunities. The cost of site selection analysis is based on a pre-determined negotiated lump sum fee basis (plus expenses) for an agreed-upon full scope of services.

Over 70% of our site selection business is repeat client business and referrals from clients — and by economic development practitioners on a worldwide basis.


Projects and Clients

Each year, we do approximately 50 new site selections and project establishments for companies of all sizes and types. Typical individual projects range in investment from $20 million to $500 million, depending on capital and technology intensity.

We represent a diverse list of well-known companies around the world. Project site selection activities include location analysis assistance for the establishment of a wide range of project types including:

Our professional and technical staff has more than ten decades of combined economic development and site selection experience. Our President and CEO J. Michael Mullis has more than 30 years of experience in the business.

We have expertise in a broad range of disciplines including real estate, labor, incentive negotiations, community development, legal, civil engineering principles, logistics, tax analysis and more.

Each year, we evaluate 900 to 1,000 locations and conduct several hundred location visits and thousands of interviews with key industry, business and government officials.
